The ordinance requiring a Breeder's Permit was already on the books
prior to the MSN ordinance. I don't see where it mentions any
"inspections" or anything else that would take up an AC employee's time
- but I'm hoping that someone in LA could fill us in on these details,
since I don't live there (most recent version as amended):

In answer to your question as to what's involved in getting an LA
breeders permit, here's a link to the description of the general City of
Los Angeles breeder's permit information - this looks like paperwork
only, so I don't understand why it would cost as much as they claim to
process:

Actually, in the March 30 2009 Recommendations, the City of Los Angeles
Spay/Neuter Advisory Committee recommended eliminating the unaltered pet
license, and instead requiring any intact pet owner to qualify for and
receive the much more costly (and difficult to obtain) breeder's license
(or neuter their pet if they can't). To read this, see pp. 63-64 of the
Preliminary S/N Adv. Committee report:

Since a rather thorough search I just did of the LAAS website turned up
no firm fee cost for the unaltered pet license, I'm wondering if they're
soon to eliminate the intact pet permit as discussed. If that's the
case, you will soon be paying $235 for each intact dog or cat should the
fee changes go through, since the "breeder's permit" is for each animal,
NOT for the breeder.

As for the new fees suggested...

Fees were just modified in March, at which time the breeder's permit
went from $100 to $120:

Very interesting which license fees LAAS is now proposing to increase
the most from FY 2009 to 2010 in the meeting notice you just posted
...do we even need to guess which activities are in AR disfavor?

Rodeo from $665 to $1,660 (150% increase)
Dog breeding from $120 to $235 (95% increase)
Dog Kennel, from $225 to $305 (36% increase)
Cat Kennel, from $210 to $290 (38% increase)
Circus, from $3100 to $4000 (29% increase)
various wild animal farms, from $150 to $290 (93% increase)
Riding academy, livery stable etc, from $180 to $325 (81% increase)
Misc. animals or reptile establishment - from $150 to $205 (37% increase)

They're not proposing any large increases for the following businesses,
which they obviously approve of:
Filming with animals - remains at $300
Zoo - from $180 to $185 (3% increase)
Pet store - from $175 to $190 (9% increase)

So why no big increase for pet shops - aren't they usually ARs' favorite
target? As has been pointed out recently on this list, no dogs/cats over
8 wks of age can be sold from a pet shop in City of LA unless they have
been neutered first, through revision of the MSN ordinance. Therefore,
pet shops are no longer selling purebred (or designer bred) puppies, and
are now playing by ARs' rules, making them fit right in with the ARs'
plan of elimination of purebred (or at least intentionally bred) pets.

In other words, IMHO, this is clearly not an "across the board - our
Department needs more money" type increase, but rather a blatant attempt
to run out of animal business activities that the ARs in power don't
feel are proper.

As a final comment- I agree with you those hourly work prices are way
out of line...anyone know where I could get a job as a Senior Clerk
Typist at $60.66 per hour, one of the "justifications" for these fee
increases? Even if that hourly dollar amount includes benefits and is
not just hourly pay, it is still many times more than the going rate for
experienced office help in my area.
