Meloche resigns as head of Animal Services

Dr. Gilles Meloche, the embattled director of the Louisville Metro Department of Animal Services, resigned Tuesday, citing public “scrutiny” and pressure that he said was making it difficult for him to do his job.
Meloche has led the department for four years, and in that time an internal audit found mismanagement related to an arrangement between Animal Services and a non-profit adoption agency; the department has been accused of allegedly seizing animals improperly; and more recently, was criticized over its handling of animals during the August flash flood during which several animals drowned.
In addition, Meloche was reprimanded after a sexual harassment claim against him by an Animal Services employee was substantiated. The letter of reprimand says that any future incidents would result in disciplinary action, up to and including termination.
During the Human Resources Department’s investigation into the sexual harassment claim, two other women, testifying on behalf of the complainant, said that Meloche had sexually harassed them, but the two never filed official complaints. One of the women who testified still works for the department. The woman who filed the complaint is no longer with the department and the other woman who testified was a contract veterinarian for the department. Her contract was allowed to expire....
